Khởi tố Lê Chí Thành

TTO – Cơ quan cảnh sát điều tra Công an TP Thủ Đức, TP.HCM đã bắt tạm giam Lê Chí Thành để điều tra về hành vi chống người thi hành công vụ.

Chiều 14-4, Cơ quan cảnh sát điều tra Công an TP Thủ Đức, TP.HCM đã hoàn tất các thủ tục khởi tố vụ án, khởi tố bị can, lệnh bắt tạm giam đối với Lê Chí Thành (38 tuổi, hộ khẩu thường trú tỉnh Bình Thuận, ngụ quận 12, TP.HCM) để điều tra về hành vi chống người thi hành công vụ.

Các quyết định, lệnh liên quan đã được Viện Kiểm sát nhân dân cùng cấp phê chuẩn.

Theo cơ quan điều tra, trước đó Lê Chí Thành đã nhiều lần cản trở lực lượng chức năng đang thực hiện nhiệm vụ, tạo cớ khiêu khích, xuyên tạc đưa thông tin sai sự thật về hoạt động công vụ, rồi phát tán lên mạng xã hội, mục đích là thu hút người theo dõi để trục lợi cá nhân, tác động xấu đến an ninh trật tự.

Hiện Cơ quan cảnh sát điều tra Công an TP Thủ Đức đang mở rộng điều tra, làm rõ hành vi vi phạm của Lê Chí Thành và những người liên quan để xử lý.

Lê Chí Thành từng là đại úy công an, công tác tại một số trại giam và đã bị kỷ luật, tước danh hiệu Công an nhân dân vào năm 2020.

Thời gian gần đây, Lê Chí Thành từng được cộng đồng mạng biết đến khi chuyên đăng tải các video “giám sát” cảnh sát giao thông đang làm việc, gây xôn xao dư luận.

Chiều 14/4, Công an TP Thủ Đức (TPHCM) xác nhận đã tiến hành khởi tố vụ án, khởi tố bị can và bắt tạm giam Lê Chí Thành (sinh năm 1983, ngụ quận 12) về tội “chống người thi hành công vụ”.

Trước đó, quyết định khởi tố vụ án, khởi tố bị can và lệnh bắt tạm giam đã được Viện Kiểm sát Nhân dân cùng cấp phê chuẩn. Lê Chí Thành sẽ bị tạm giam 2 tháng để điều tra làm rõ hành vi “chống người thi hành công vụ” theo Điều 330 Bộ Luật Hình sự.

Lê Chí Thành trong thời gian gần đây nổi tiếng trên mạng xã hội YouTube và Facebook với những clip “giám sát cảnh sát giao thông làm nhiệm vụ”.

Ông Lê Chí Thành từng là nguyên đại úy công an, công tác tại trại giam Z30D, trại Thủ Đức ở Bình Thuận. Tháng 7/2020, Thành bị tước danh hiệu Công an nhân dân.

Vào ngày 20/3/2021, trong lúc Đội Cảnh sát giao thông Rạch Chiếc (thuộc phòng PC08) đang làm nhiệm vụ trên xa lộ Hà Nội (đoạn qua địa phận phường Hiệp Phú, TP Thủ Đức, TPHCM) thì phát hiện xe ô tô mang BKS 51H-108.21 di chuyển vào làn xe 2 bánh. 

Lúc này, lực lượng chức năng đã tiến hành yêu cầu tài xế dừng xe để kiểm tra. Bước xuống xe làm việc là ông Lê Chí Thành Người này đã xuất trình giấy phép lái xe, giấy đăng kiểm, giấy đăng ký xe photo công chứng. 

Đội Cảnh sát giao thông Rạch Chiếc đã lập biên bản vi phạm đối với ông Lê Chí Thành về các lỗi giao thông như: không chấp hành hiệu lệnh, chỉ dẫn của biển báo hiệu, không xuất trình chứng minh nhân dân khi được yêu cầu, không có giấy đăng ký xe, đồng thời niêm phong và tạm giữ xe ô tô vi phạm. 

Trong quá trình xử phạt, ông Lê Chí Thành đã liên tục yêu cầu lực lượng cảnh sát giao thông “làm đúng thủ tục pháp lý”. Khi xe cẩu đến, ông Thành đã ngồi trước đầu xe và dùng điện thoại để quay phim. 

Khi lực lượng Công an phường Hiệp Phú đến yêu cầu ông Thành hợp tác với lực lượng cảnh sát giao thông thì ông này lớn tiếng nói “các anh không đủ thẩm quyền mời tôi, kêu trưởng công an phường ra đây mời tôi chưa chắc là được”. 

Sự việc kéo dài từ 11h27 trưa đến 15h chiều 20/3, lực lượng chức năng mới niêm phong, cẩu được xe của ông Thành về trụ sở để làm việc.
